VAN YOUTH EDUCATION ACADEMY ASSOCIATION REGULATION

Article 1- Association Name: “Van Youth Education Academy Association”. Association’s short name is “VAGEAD”.

The center of the association is İpekyolu District of Van Province. Its branch will not be opened.

The purpose of the Association and the topics, styles and scope of works to be carried out by the Association to achieve this purpose;

Article 2 - The association was established with the aim of supporting the efforts to contribute to the adaptation of all disadvantaged young people to the society they are in, carry out studies in the fields of social, cultural, educational, health, sports, science and arts, contribute to the improvement of youth policies, promotes solidarity and solidarity among youth, encourage entrepreneurial spirits, help them gain knowledge, skills and competence,

Working Topics and Forms to be Carried out by the Association

  1. Conducting researches to activate and improve its activities,
  2. Organizing training activities such as courses, seminars, conferences, symposiums and panels,
  3. Publishing all kinds of newspapers, magazines, books and bulletins in order to provide all kinds of information, documents, documents and publications necessary for the realization of the purpose, to establish a documentation center, to announce their work,
  4. To provide a healthy working environment for achieving the purpose, to provide all kinds of technical tools and equipment, fixtures and stationery materials,
  5. Providing aid collection activities on condition that necessary permits are obtained and accepting donations from domestic and abroad,
  6. Developing   new methods and tools in existing methods and tools Education, culture, peace, human rights, intercultural solidarity, citizenship, cooperation, etc. to be used in non-formal, formal and formal education.

Within the scope of Youth, Adult Education, Vocational Education, School Education and Sports Supports, preparing projects for national agencies, European Commission and all institutions or organizations providing financing in this regard, to partner with current projects, preparing joint projects with different organizations abroad and domestic and to carrying out the approved projects in the line of its objectives.
  14. Carrying out information activities on entrepreneurship and encourage to entrepreneurship.
  15. Making researches in the fields that concern young people, preparing and presenting papers and reports and to publish them for the activation and development of their activities,
  16. To undertake sending and hosting tasks in international projects aiming to enable young people such as European Solidarity Corps which has an aim to benefit from European opportunities,
  17. In order to give them alternative opportunities to participate in adult education, helping the people from the vulnerable social groups and marginal social circles, especially those who have left their education without gaining basic qualifications,
  18. Developing systems that can be used, especially in the decision making processes of all segments of the society, especially those with disabilities, immigrants, living in disadvantaged areas.
  19. Creating activities that will enable young individuals to develop national and international social responsibility projects for the solution of their country problems and to support them during the execution of the projects produced by young individuals,
  20. Providing trainings to students and young people within the framework of laws, computer, programming, computer programs used, foreign language, gilding, miniature, marbling, calligraphy, reading, classical Turkish music, speaking, writing and speed reading, theatre, crafts, playing a musical instrument, organizing courses in areas such as basic sciences and all sports related to music,
  21. Organizing education programs, training courses and to cooperate with the European Union countries in order to increase the quality of education, provide cultural dialogue and promote language learning.
  22. Preparing and carry out national and international social responsibility projects for disadvantaged young people (street children, orphans, dependent children, children who have been corrected, children with disabilities (physical, mental, auditory, etc.) children, victims of abuse and violence),
  23. Among its members, organizing or enabling its members to benefit from such activities dinner meetings, concerts, theatres, exhibitions, sports, excursions and entertaining events, etc. for the development and maintenance of human relations.

Trying to perform all the services deemed necessary to contribute to the development of children and young people as well-moral, loving the country and nation, growing up in the best way in all respects, philanthropic, physically, spiritually and socially developed, equipped with strong knowledge of science, science and superior moral values.
  27. Organizing conferences to establish libraries, to provide books for students, to provide scholarships and loans to poor students, to allocate sports facilities and activities for students, to ensure that students grow up according to our national and local customs and traditions,

      28. Accommodating, saturating, dressing up, providing all kinds of help to students and young people in need, providing free medical examination, medicine, accommodation, treatment to patients,

     29. Carrying out international activities, to become a member of associations or organizations abroad, and to cooperate or assist with these organizations

     30. In case it is deemed necessary for the realization of the goal, carrying out joint projects with the public institutions and organizations on the subjects falling within the scope of their duties, without prejudice to the provisions of the Law No. 5072 on the Relations with Associations and Foundations with Public Institutions and Organizations,

    31. Establishing a chest to meet the essential items such as food, clothing, and other goods and services and short-term credit needs of the members of the Association,

    32. Opening  representative offices where deemed necessary,

    33. Establishing platforms to achieve a common purpose with other associations or foundations, unions and similar non-governmental organizations in areas that are related to the purpose of the association and are not prohibited by law,

 Activity Area of ??the Association

Association operates in the fields of education, art, sports, social and culture domestically and internationally.

The Right of Becoming a Member and Membership Procedures

Article 3- Every natural and legal person who adopts the aims and principles of the association, accepts to work in this direction and meets the conditions stipulated by the legislation, has the right to become a member of this association. However, having the right to settle in Turkey to be a member of the foreign real persons in need. This condition does not apply to honorary membership.

The membership application to be made in writing to the presidency of the association is decided by the board of directors of the association in the form of acceptance or rejection of the membership within thirty days, and the result is notified to the applicant in writing form. The member whose application has been accepted is recorded in the notebook kept for this purpose.

Memberships of all those who want to become members become definitive after voting on the board of directors.

The main members of the association are the founders of the association and the persons accepted by the board of directors upon their application.

Those who have provided significant financial and moral support to the association can be accepted as honorary members with the decision of the board of directors.

Quitting Membership

Article 4- Every member has the right to leave the association, provided that they are notified in writing.

When the petition of the resignation of the member reaches the board of directors, leaving procedures are deemed to be concluded.

Leaving membership does not end the accumulated debts of the member to the association.

Dismissal from Membership

Article 5-Situations requiring dismiss from association membership:

  1. Behaving against the Association Charter,
  2. Avoiding the given tasks continuously,
  3. Not paying the membership fee within six months despite of written warnings,
  4. Not complying with the decisions made by the organs of the association,
  5. Having lost the conditions of being a member,

In case of detection of one of the above situations, the member is removed from membership with the board of directors decided with a majority decision.

Those exited or removed from the association are deleted from the member registry notebook and can not claim. in the assets of the association.

Association Bodies

Article 6- The bodies of the Association are shown below:

1-General assembly,

2-Board of Directors,

3-Supervisory Board,

Formation of the General Assembly of the Association, Meeting Time and Call and Meeting

Article 7 - The General Assembly is the most authoritative decision making body of the association; whose members are constituted of registered members in the association

General Assembly;

1-Usual at the time specified in this regulation,

2-When the board of directors or supervisors deems necessary, or members of the association meets extraordinarily within thirty days upon the written request of one fifth of members of association.

Ordinary general assembly, every 3 years, within December, the day to be determined by the board of directors meets at place and time.

The general assembly is called to the meeting by the board of directors.

 

If the board of directors does not call the general assembly to the meeting; upon the application of one of the members, the magistrate assigns three members to call the meeting o

 

 

Call Procedure

The board of directors organizes the list of members who have the right to attend the general meeting according to the association's charter,

The members who have the right to attend the General Assembly, to be announced at least fifteen days in advance, on the day, hour, place and agenda of the meeting in a newspaper or on the website of the association, to be notified in writing, to send a message to the e-mail address or contact number reported by the member or local. It is called to the meeting by using broadcast tools. In this call, if the meeting cannot be held due to the lack of majority, the date, time and place of the second meeting is also stated. The period between the first meeting and the second meeting cannot be less than seven days and more than sixty days.

If the meeting is postponed for any reason other than the reason that the majority cannot be provided, this situation is announced to the members in accordance with the call procedure made for the first meeting, by stating the reasons for the postponement. It is mandatory to hold the second meeting within six months at the latest from the postponement date.

Members are recalled to the second meeting according to the principles stated in the first paragraph.

The general assembly meeting cannot be postponed more than once.

 Meeting Procedure

The General Assembly convenes with the participation of the absolute majority of the members who have the right to attend and with the participation of two thirds in case of amendments to the regulations and termination of the association; If the meeting is postponed due to lack of majority, the majority is not sought in the second meeting. However, the number of members attending this meeting cannot be less than twice the total number of members of the board of directors and supervisors.

The list of members who have the right to attend the general assembly is made available at the meeting place. The identity documents of the members who will enter the meeting place by the official authorities are checked by the members of the board of directors or the officers to be assigned by the board of directors. The members enter the meeting place by signing against their names on the list organized by the board of directors.

If the meeting quorum is provided, the situation is determined in a minute and the meeting is opened by the chairman of the board of directors or one of the members of the board of directors. In case the meeting quorum is not met, a minutes is issued by the board of directors.

After the opening, a chairman and a sufficient number of vice-chairmen and delegates are elected to manage the meeting.

It is obligatory for the voting members to show their identities to the council committee and to sign their names against the list of readers.

The management and security of the meeting belonged to the president of council.

In the general assembly, only the items on the agenda are discussed. However, it is obligatory to include the topics that are requested to be discussed in writing by one tenth of the members present in the meeting.

In the general assembly, each member has one vote; the member must use the game personally. Honorary members may attend general meetings but can not vote. In the event that the legal person is a member, the chairman of the legal person or the person to be appointed by representation votes.

The issues discussed and decisions taken at the meeting are written in a minute and signed together by the chairman of the council and the clerk. At the end of the meeting, the minutes and other documents are delivered to the chairman of the board of directors. The chairman of the board is responsible for protecting these documents and delivering them to the newly elected board within seven days.

Voting and Decision Making Procedures and Forms of the General Assembly

Article 8- In the general meeting, if no decision is taken, voting is made openly. In open voting, the method to be specified by the chairman of the general assembly is applied.

In the case of secret voting, the papers or ballot papers sealed by the chairman of the meeting are put into a hollow container after the members have been made necessary, and the result is determined by making an open cast after the end of the voting,

General assembly decisions are taken by the absolute majority of the members attending the meeting. However, the amendments to the charter and the termination of the association can only be made with the two-thirds majority of the members attending the meeting.

Decisions Taken without Meetings or Calls

The decisions taken with the written participation of all members without coming together and the decisions of all members of the association coming together without complying with the call procedure written in this regulation are valid. Decision making in this way is not a regular meeting.

The Duties and Authorities of the General Assembly

Article 9-The issues written below are discussed and resolved by the general assembly.

1-Election of Association organs,

2-Changing the association charter,

3-Discussion of the reports of the management and supervisory boards and the release of the board of directors,

4-Discussing the budget prepared by the board of directors and accepting it exactly or amended,

5-Authorizing the board of directors on the purchase of immovable properties required for the association or the sale of existing immovable properties,

6- Examining the regulations to be prepared by the board of directors regarding the work of the association and approving them exactly or by changing them

7-Determining the wages to be given to the chairman and members of the association's management and supervisory boards, who are not public officials, and the daily and travel allowances to be given to the members who will be assigned for the services of the association,

8-Deciding to join to federation  and leave from the federation

9-The association's international activity, joining or leaving associations and organizations abroad as a member,

10-Foundation to establish a foundation,

11-Termination of the Association,

12-Examining and resolving other suggestions of the Board of Directors,

13-Performing other duties specified by the General Assembly in the legislation,

The general assembly supervises the other bodies of the association and can always dismiss them for justifiable reasons.

The General Assembly makes the final decision on admission to and dismissal from membership. As the most authorized body of the association, it sees the works that have not been given to another body of the association and uses the powers.

Formation, Duties and Powers of the Board of Directors

Article 10- The Board of Directors is elected by the General Assembly as five principal and five alternate members.

The board of directors determines the president, vice president, secretary, treasurer and member by dividing the task with a decision at the first meeting after the election.

The board of directors can be called to the meeting at any time provided that all members are informed. It is collected when more than half of the total number of members are present. Decisions are taken by the absolute majority of the total number of members attending the meeting.

In case of vacancy due to resignation or other reasons in the main membership of the board of directors, it is obligatory to call the substitute members according to the majority of votes received in the general assembly.

Duties and Powers of the Board of Directors

The board of directors fulfils the following issues:

1-Representing the Association or authorize one or more of its members in this regard,

2-Making transactions regarding income and expense accounts and prepare the budget for the next period and present it to the general assembly,

3-Preparing the regulations regarding the activities of the Association and presenting them to the approval of the general assembly.

4-With the authorization granted by the general assembly, to purchase real property, to sell my business and real property belonging to the association, to build a building or facility, to make a lease agreement, to the association, pledge mortgage, or in kind

5-To provide representation office in places deemed necessary

6-To implement the decisions taken at the General Assembly,

7-At the end of each activity year, to prepare the report of the association explaining the business account or balance sheet and income statement and the activities of the board of directors, and submit it to the general assembly when it is gathered,

8- To ensure the implementation of the budget,

9-To decide on recruitment or dismissal from the association.

10-Taking and implementing all kinds of decisions to realize the purpose of the Association,

11-Performing other duties assigned by the legislation and using authorities,

Formation, Duties and Powers of the Supervisory Board

Article 11- The supervisory board is elected by the general assembly as three principal and three alternate members.

If there is a vacancy due to resignation or other reasons in the main membership of the board of directors, it is obligatory to call the substitute members according to the majority of votes received in the general assembly.

Duties and Powers of the Supervisory Board

Supervisory board; If the association operates in line with the work subjects stated in the statute and the work subjects stated to be carried out in order to achieve the purpose, whether the books, accounts and records are kept in accordance with the legislation and association statutes and inspects the results of the audit at intervals not exceeding one year. presents to the board of directors in a report and to the general assembly when convened.

Supervisory board; calls the general assembly to meeting when necessary.

Sources of incomes of the Association

Article 12- Sources of incomes of the association are listed below.

-Member Fee: 10 Turkish Liras monthly fee and 1 Turkish Liras monthly fee are collected from the members. This amounts to increase or decrease the general meeting is authorized.

2-Donations and aids made by real and legal persons to the association at their own request,

3-Revenues from activities such as tea and dinner meetings, trips and entertainment, representation, concerts, sports competitions and conferences organized by the Association,

4-Income from the assets of the Association,

5-Donations and aids to be collected in accordance with the provisions of the legislation on fundraising,

6-Earnings obtained from the commercial activities initiated by the Association in order to provide the income it needs to realize its purpose,

7-Other incomes.

Bookkeeping Principles and Procedures of the Association and Books to be kept

Article 13-Book keeping principles;

The Association is to keep account books according to the principles. However, in the event that the annual gross income exceeds the limit specified in the Article 31 of the Associations Regulation, the book is kept on a balance sheet basis starting from the following accounting period.

In case of switching to the balance sheet basis, if it falls below the limit stated above for two consecutive accounting periods, it can be returned to the operating account basis from the following year,

Regardless of the above-mentioned limit, books can be kept on a balance sheet basis by the decision of the board of directors.

In case of opening a commercial enterprise of the association, books are also kept for this commercial enterprise in accordance with the provisions of the Tax Procedure Law.

Registration Procedure

The books and records of the association are kept in accordance with the procedures and principles specified in the Associations Regulation.

Notebooks to be kept

Below books are kept in the association.

 a) The books to be kept on a business account basis and the principles to be followed are as follows:

1-Decision Book: The decisions of the board of directors are written in this book in the order of date and number and six of the decisions are signed by the members attending the meeting.

2-Member Registry Book: Identity information, entry and exit dates of the members of the association are registered in this book. Entrance and annual dues paid by the members can be recorded in this book.

3-Document Registry Book: Incoming and outgoing documents are recorded in this book with their date and order number. The original copies of incoming documents and outgoing documents are filed. Documents incoming or outgoing via electronic mail are stored by printing.

4-Business Account Book: Incomes and expenses made on behalf of the Association are clearly and regularly recorded in this book.

5-Receipt Document Registry: The serial and sequence numbers of the receipt documents, the names, surnames and signatures of those who received and returned these documents, and the dates they received and returned are recorded in this book.

6-Plant Ledger: The date and form of the Plant Ledger of the association, the places where they are used or given, and the completion of the usage periods are recorded in this book.

It is not obligatory to keep the Receipt Document Registry and the Plant Ledger Book.

b) The books to be kept on the balance sheet and the principles to be followed are as follows:

1-The books registered in subparagraphs 1, 2 and 3 of subparagraph (a) are also retained if the book is kept on a balance sheet basis.

2-Journal Book and Large Book: The method of keeping these books and the way they are recorded is made in accordance with the Tax Procedure Law and the principles of the Accounting System Application General Notices published in accordance with the authorization of this Law to the Ministry of Finance.

Approval of Notebooks

In the association, the books that are required to be kept (except the Big Book) are approved by the provincial associations directorate or notary public before starting to use them. The use of these books continues until the pages are finished and the books are not certified. However, the journal that is kept on a balance sheet basis must be certified every year in the last month before the year it will be used.

Income Statement and Balance Sheet Arrangement

In case of keeping records on the basis of business account, “Business Account Table” (as specified in Associations Regulation Annex-16) is prepared at the end of the year (31 December). In case of keeping a book on a balance sheet basis, the balance sheet and income statement are prepared at the end of the year (31 December) based on the General Notices of Accounting System Implementation published by the Ministry of Finance.

Income and Expense Transactions of the Association

Article 14-Income and expense documents;

Association revenues are collected with the “Receipt Document” (the sample of which is included in the Associations Regulation Annex-17). In case of collection of the income of the association through banks, documents such as receipts or bank statements issued by the bank replace the receipt.

Association expenses are made with expenditure documents such as invoices, retail vouchers, self-employment receipts. However, according to the provisions of the Tax Procedure Law for the payments of the association under article 94 of the Income Tax Law, the expense compensation is

Documents such as “Expenditure Receipt” or “Bank Receipt” are used as expenditure documents, as found in Annex-13 of the Associations Regulation.

Free goods and service deliveries to be made by the association to individuals, institutions or organizations (with an example in the Associations Regulation Annex-14) are made with the "In-kind Assistance Delivery Document". Free goods and service deliveries to be made to the association by individuals, institutions or organizations are accepted with the “In kind Donation Receipt Document” (which is an example in the Associations Regulation Annex-15).

These documents are; In the form and size shown in Annex-13, Annex-14 and Annex-I5, they are printed as volumes consisting of self-carbon fifty original and fifty stub sheets, or a form to be printed through electronic systems and writing machines. Documents to be printed in the form of a form or a continuous form must have the specified quality.

Receipt Documents

The “Receipt Documents” (in the format and size shown in the Associations Regulation Appendix-17) to be used in the collection of the revenues of the association are printed by the decision of the board of directors.

It is acted in accordance with the relevant provisions of the Regulation on Associations regarding the printing and control of receipt documents, delivery from the printing house, recording in the notebook, handover between the old and new treasurers and the use of these receipts and the delivery of the collected income.

Certificate of Authority

Except for the main members of the board of directors, the person or persons who will collect income on behalf of the association are determined by the decision of the board of directors, by specifying the term of authority. The “Certificate of Authority” (included in Annex-19 of the Associations Regulation), which contains the clear identity, signature and photographs of the people who will collect income, is issued in two copies by the association and approved by the chairman of the board of directors. Principal members of the board of directors can collect income without authorization.

The duration of the authorization documents is one year at most by the board! Authorization documents that are expired are renewed according to the first paragraph. In cases where the authorization certificate expires or if the person whose authorization certificate is issued leaves his / her duty, death, termination of his / her job or duty, the authorization documents given must be submitted to the board of directors within one week. Also, the revenue collection authority can be revoked at any time by the decision of the board of directors.

Retention Period of Income and Expenditure Documents;

Receipt documents used by the association, excluding books, expenditure

The documents and other documents are kept for 5 years in accordance with the number and date order in the books they are recorded, without prejudice to the periods specified in the special laws.

Submission of  Declaration

Article 15-The Association's Board of Directors (found in Annex-21 of the Associations Regulation) regarding the activities of the previous year and the results of income and expenditure transactions by the association's board of directors within the first four months of the calendar year. It is given to the administrative authority.

 

Notification Obligation

Article 16-Notifications to the local authority;

General Assembly Result Notification

Within thirty days following the ordinary or extraordinary general assembly meetings, the General Assembly Final Report (included in Annex-3 of the Associations Regulation) containing the main and alternate members elected to the executive and supervisory boards and other bodies is submitted to the local administrative authority. In case of a change of regulation in the general assembly meeting; the minutes of the general assembly meeting, the old and new form of the amended articles of the regulation, the final form of the association charter of the members of the board of directors, each page is submitted to the administrative authority within the period specified in this paragraph and in a letter of attachment.

Notification of real properties

The real properties acquired by the association are notified to the administrative authority by filling the “Immovable Property Declaration” (presented in Annex-26 of the Associations Regulation) within thirty days after registration.

Notification of Getting Help from Abroad

If assistance is to be received from abroad, the Association shall fill in the “Receive Aid Notification from Abroad” (stated in Annex-4 of the Associations Regulation) and notify the administrative authority.

It is obligatory to receive cash aids through banks and fulfil the notification requirement before use.

Notification of Changes

Change in the settlement of the association (stated in Annex-24 of the Associations Regulation) “Settlement Change Notification”; Changes occurring in the organs of the association outside the general assembly meeting (stated in Annex-25 of the Associations Regulation) are notified to the administrative authority within thirty days following the change by filling out the “Notice of Change in Association Bodies”.

The amendments made to the charter of the association are also notified to the administrative authority in the attachment of the general meeting result statement within thirty days following the general meeting of the regulation.

Opening Representation

Article 17-The association may open a representative office with the decision of the board of directors in order to carry out the activities of the association where it deems necessary. The address of the representative is notified in writing to the administrative authority of that place by the person or persons appointed as a representative by the decision of the board of directors. Representatives may not be represented in the General Assembly.

Internal Audit of the Association

Article 18-Internal audit may be performed by the general assembly, the board of directors or the audit committee, or independent audit institutions can be audited. The fact that an audit has been carried out by the general assembly, the board of directors or independent audit firms does not relieve the liability of the audit committee.

The Audit Board audits the association at least once a year at the latest, the General Assembly or the Board of Directors may audit in cases deemed necessary, or they can audit independent audit firms.

Borrowing Procedures of the Association

Article 19-The Association may borrow with the decision of the board of directors if it is needed to realize its purpose and carry out its activities. This borrowing can be made on the purchase of goods and services on credit, or on cash. However, this borrowing cannot be made in amounts that cannot be covered by the income sources of the association and in a quality that will make the association difficult to pay.

How to Amend the Regulation

Article 20-The amendment of the Regulation can be made by the decision of the general assembly.

2/3 majority of the members who have the right to attend the general assembly are sought in order to make a change of regulation in the general assembly. If the meeting is postponed due to the lack of majority, the majority is not sought in the second meeting. However, the number of members attending this meeting cannot be less than twice the total number of members of the board of directors and supervisors.

The majority of the decisions required for the amendment of the Regulation is 2/3 of the votes of the members who attend the meeting and have the right to vote. In the general assembly, a change of voting is made openly.

The Termination of the Association and the Liquidation Method of the Property

Article 21- The General Assembly may decide the termination of the Association at any time.

In order to discuss the issue of termination in the general assembly, 2/3 majority of the members who have the right to attend the general assembly are sought. If the meeting is postponed due to the lack of majority, the majority is not sought in the second meeting. However, the number of members attending this meeting cannot be less than twice the total number of members of the board of directors and supervisors.

The majority of the decisions required to make the termination decision is 2/3 * of the votes of the members who attend the meeting and have the right to vote. Decision of termination voting is made openly in the General Assembly.

Liquidation Procedures

When the general assembly decides to terminate, the liquidation of the association's money, property and rights is done by the liquidation committee consisting of the members of the last board of directors. These transactions are started from the date when the decision of the general assembly regarding the termination is taken or the spontaneous termination becomes final. The name “Association of Van Youth Education Academy -VAGEAD Association” is used in all transactions during the liquidation period.

The liquidation committee is in charge and authorized to complete the liquidation procedures of the association's money, property and rights in accordance with the legislation. This board first examines the accounts of the association. During the examination, the books, receipts, expenditure documents, deed and bank records and other documents of the association are determined and their assets and liabilities are recorded in a minute. During liquidation proceedings, the creditors of the association are called and, if any, their goods are converted into money and paid to creditors. In case the association is a creditor, the receivables are collected. All money, property and rights remaining after collection of receivables and payment of debts are transferred to the place determined in the general assembly. If the place to be transferred is not determined in the general assembly, it is transferred to the association that has the highest number of members at the time of termination and closest to its purpose in the province where the association is located.

All transactions related to liquidation are shown in the liquidation minutes and liquidation procedures are completed within three months, excluding the additional periods given by the administrative offices based on a just cause.

Following the completion of the liquidation and transfer of the money, property and rights of the association, the liquidation committee must notify the administrative authority of the place where the headquarters of the association is located within seven days, and the liquidation minutes must be attached to this letter.

The members of the last board of directors are responsible for keeping the books and documents of the association as a liquidation committee.

This duty can be conferred to a board of member too. These books and records must be kept for five years.

Lack of Judgement

Article 22- For the matters not mentioned in this regulation, the provisions of the Associations Law, the Turkish Civil Code and the Associations Regulation and other related legislation related to associations are applied.

Provisional Article 1-Until the association bodies are formed in the first general assembly, the members of the temporary board of directors who will represent the association and carry out the activities and transactions related to the association are listed below.
